In accordance with the Law of the Republic of Belarus “On the Legal Status of Foreign Citizens and Stateless Persons in the Republic of Belarus” dated January 4, 2010, a foreigner may enter the Republic of Belarus, leave the Republic of Belarus, and transit through the territory of the Republic of Belarus with a document for leaving the country, provided they have a visa for the Republic of Belarus.

Entry visas are divided into single-entry, double-entry, and multiple-entry visas. An entry visa can be individual or group. A group entry visa is issued if a group of foreign nationals consisting of 10 or more people, united by a common purpose of the trip, enters the Republic of Belarus or transits through its territory simultaneously and moves within the territory of the Republic of Belarus as a group. Single-entry and double-entry group transit visas may also be issued, as well as single-entry group visas for participation in sports, cultural, scientific, educational events, internships, or tourism.

Can I leave Belarus by any other means of transportation after the trip, or should I return home only through the airport?

Entry to and exit from the Republic of Belarus under the "30 days without a visa" regime is possible only through Minsk National Airport.

Foreigners will be able to enter and exit only through Minsk National Airport? Considering that under certain conditions, foreigners can visit Grodno and Brest without a visa, will tourists be able to depart through Grodno or Brest?

Entering and exiting the Republic of Belarus under the "30 days without a visa" regime is possible only through Minsk National Airport.

Will visa-free entry to the Republic of Belarus be possible with a Russian visa?

The Agreement between the Government of the Republic of Belarus and the Government of the Russian Federation on the mutual recognition of visas and other matters related to the entry of foreign nationals and stateless persons into the territories of the states-parties to the Treaty on the Creation of the Union State, signed on June 19, 2020, will enter into force on January 11, 2025, after both parties complete the necessary internal procedures.

Under this Agreement, the parties will mutually recognize visas that grant the right to enter and stay in the Republic of Belarus and the Russian Federation, as well as marks on crossing the external border of the Union State. Foreign nationals and stateless persons who enter, exit, stay, and/or transit through the territories of Belarus and Russia under a visa regime and hold a visa from one of the two countries, along with an identity document recognized by both states, will have the right to enter, exit, stay, and transit through the territories of both states for the duration of such a visa.

What documents should tourists bring to the airport? Just a passport? Europeans travel with ID cards. Are they valid for entry to Belarus?

To enter the Republic of Belarus under the "30 days without a visa" regime via the National Airport Minsk at the international border checkpoint, the following documents must be presented:

  • A valid passport or other document replacing it, intended for international travel, issued by the competent authorities of the citizen's country, with at least 3 months of validity beyond the planned departure date from the Republic of Belarus (document for international travel); internal ID cards cannot be used for travel to Belarus.

  • A medical insurance policy, insurance card, or other document confirming the presence of a medical insurance agreement in compliance with the legislation of the Republic of Belarus.

  • For citizens of countries marked with an asterisk (*) in the Decree, the passport must contain a valid multiple-entry Schengen visa and a return ticket for departure from National Airport Minsk.

Additionally, foreign nationals must have sufficient funds to cover their stay in the Republic of Belarus and their departure from the country in either the national currency of Belarus or any foreign currency convertible into the National Bank of Belarus’ exchange rate, equivalent to at least 2 base amounts established in Belarus on the day of entry, for each day of stay.

Can medical insurance be purchased at Minsk National Airport?

At Minsk National Airport, it is possible to purchase medical insurance policies, valid in the Republic of Belarus, 24/7.

Regarding financial means: would a bank statement in euros for a current account be acceptable to confirm the availability of sufficient funds?

For a stay of 30 days, is it necessary to have at least 24.50230 = 1,470 Belarusian rubles or approximately 630 euros. Foreign nationals are required to have sufficient funds to cover their expenses during their stay in the Republic of Belarus and for departure from the Republic of Belarus. These funds must be in the national currency of the Republic of Belarus or in a foreign currency convertible by the National Bank of the Republic of Belarus, equivalent to at least 2 basic units established in Belarus on the day of entry, for each day of stay. The availability of funds may be confirmed by other means in accordance with the current legislation of the Republic of Belarus. The calculations provided above are correct.

Is a hotel reservation required for a 30-day entry, or is another document confirming accommodation sufficient, or can I stay with friends?

Documentary confirmation of accommodation is not required for a foreign national entering under the "30 days without a visa" regime. The foreigner can choose their place of residence at their discretion.

Do the arrival day and the return flight day count towards the stay period? For example, if the arrival date is August 1st, what day should the person leave Belarus to avoid violating the visa-free regime?

The arrival day and the departure day are included in the stay period. If the arrival date is August 1st, the departure date must be no later than August 30th.

What are the consequences if a person stays in Belarus for more than 30 days?

In case of violation of the stay period, the foreigner will be subject to administrative liability in accordance with the current legislation of the Republic of Belarus.

If a foreigner is hospitalized, can their stay be extended? Is it possible to extend the visa-free regime in such a case?

In case of illness, natural disasters, or other unforeseen circumstances preventing a foreign citizen from leaving the Republic of Belarus before the expiration of their stay, the foreign citizen or their representative must apply to the internal affairs authority for an extension of their temporary stay. When extending the stay, the internal affairs authority issues a visa for the foreign citizen to leave the Republic of Belarus. In this case, the foreign citizen can leave through any border crossing point of the Republic of Belarus.

Tourist visa
